The Others: CMS Final Rule Round-Up
In addition to the IPPS final rule, CMS has been busy releasing a multitude of other rules including the Hospice Wage Index, Inpatient Psychiatric Facility (IP PPS), Inpatient Rehabilitation Facility (IRF PPS) and the Skilled Nursing Facility (SNF PPS) proposed rules.
Hospice
CMS finalized a 2.9% net payment increase compared with FY 2024. Additionally, CMS finalized the policy to adopt the most recent OMB statistical area delineations, which revise the existing Core-Based Statistical Areas (CBSA) based on data collected during the 2020 Decennial Census.
Psychiatry
CMS finalized a 2.5% payment increase and one new quality measure on all-cause emergency department visits following IPF discharge. Additionally, CMS did not finalize its proposal to require IPFs to submit patient-level quality data on a quarterly basis and will retain the current annual requirement.
Inpatient Rehabilitation
CMS finalized a 3% payment increase for FY 2025. They are also modifying certain patient assessment items related to health-related social needs. IRFs will be required to collect and report specific data elements related to living situation, food and utilities beginning with the FY 2028 IRF Quality Reporting Program.
Skilled Nursing Facilities
CMS finalized a 4.2% payment increase or $1.4 billion compared to FY 2024. CMS also revised its nursing home enforcement authority to allow the agency to impose additional financial penalties on facilities where health and safety deficiencies are identified. Additionally, CMS finalized its proposal to adopt and modify certain patient assessment items related to health-related social needs. SNFs will be required to collect and report specific data elements related to living situation, food and utilities beginning with the FY 2027 SNF QRP.
