On June 2nd, President Trump signed an Executive Order, “Promoting Advanced Artificial Intelligence Innovation and Security.” The Order doesn’t create any new requirements for hospitals or vendors. It creates a voluntary framework that will allow AI developers to voluntarily provide the federal government with access to covered frontier models for up to 30 days before release to the public. The Order states that the framework cannot be used to create a mandatory governmental licensing, permitting, or preclearance requirement for AI models.   The Order is largely focused on strengthening cybersecurity protections, directing federal agencies to bolster their activities.  

• The Department of Homeland Security is directed to facilitate access to cybersecurity tools for agencies and critical infrastructure, such as rural hospitals – which are explicitly mentioned in the EO.  

• The U.S. Treasury is directed to work with other agencies to form an “AI cybersecurity clearinghouse” in voluntary collaboration with the AI industry and critical infrastructure operators. The clearinghouse will coordinate scanning for software vulnerabilities, validate discoveries, and prioritize remediation and patch distribution. 

• The Attorney General is required to prioritize enforcement against individuals who use AI, including AI agents, to unlawfully access systems or obtain data for criminal purposes.
