President-elect Joe Biden has nominated Mr. Xavier Becerra to lead HHS. Mr. Becerra, formerly a member of Congress himself, is seen as somewhat of an unconventional choice, raising concerns for some Senators who are worried about his lack of formalized public health experience and history of supporting laws that protect access to abortion services.
