The White House released legislative recommendations in March 2026 outlining a national AI framework focused on innovation, child protection, intellectual property, free speech, workforce readiness and federal preemption of certain state AI laws. The document generally favors sector-specific oversight over creation of a new federal AI regulator and presents many recommendations through the lens of competitiveness, deployment and federal-state regulatory alignment. It advocates for a national standard that would preempt certain state AI laws viewed as unduly burdensome, while preserving state police powers, zoning authority, and rules governing states’ own procurement and service delivery. Click here for AHPA’s summary of the White House framework on AI.
