Cost-shifting: occurs when the health care costs of one group (such as the uninsured) are passed on to other groups (such as insured people or employers). Cost-shifting is driven by high numbers of un- and underinsured people, as well as Medicare/Medicaid payments that do not cover the actual cost of care.
